Course Description:

Course Description: This course examines justice and ethical issues in the War against Terrorism since 9/11. It discusses terrorism as a criminal justice concept and the challenges of government counterterrorism. It examines foreign immigration issues, foreign prisoners and national security laws.

Objectives:
  1. The learner will gain a better understanding of counterterrorism from a criminal justice perspective.
  2. The learner will reexamine immigration issues from a homeland security perspective.
  3. The learner with develop a better understanding of government counterterrorism policy.
  4. The learner will examine the ethical issues pertaining to the treatment of foreign prisoners.

Chapter essays are 1-2 pages double spaced in 12 fonts. 2 points are removed for each spelling and grammatical error. Email the essay to the instructor each week.

Week 1: Read Chapter 1 and answer the question: Should the “threat argument” override the requirement for evidence when justifying counterterrorism?

Week 2: Read Chapter 2 Should we carry out a war against terrorism or look at counterterrorism as crime control?

Week 3: Read Chapter 3 Why is it wrong to assume that the 911 attacks were the first war against America in the 21st Century?

Week 4: Read Chapter 4 Is the Patriot Act the first step towards abolishing our Constitutional rights? Why or why not?

Week 5: Read Chapter 5 Discuss the role of USNORTHCOM and the possibility of the suspension of posse comitatus.

Week 6: Read Chapter 6 Why not simply deny all legal rights to illegal immigrants and detainees?

Week 7: Read Chapter 7 Should the government do whatever it takes to protect our borders and our country from illegal immigrants?

Week 8: Read Chapter 8 What is wrong/right with military tribunals for detainees-are they needed or not?

Week 9: Read Chapter 9 Should their be any limits on the execution of the Just War? Why or Why not?

Week 10: Write 5 page double spaced paper: Discussing Fraud and Waste in Homeland Security. Provide a bibliography and footnotes using any recognized writing style.

Total for Course: 100 pts

I will determine your final grade based on the total number of points you have accumulated at the end of the semester. I do not award letter grades for each paper or exam. Your grade will be determined as follows:

95 - 100 pts = A
90 - 94 pts = A-
85 - 89 pts = B+
80 - 84 pts = B
75 - 79 pts = B-
70 - 74 pts = C+
65 - 69 pts = C
60 - 64 pts = C-
55 - 59 pts = D
below 55 pts = F

About Your Instructor: Ed Piper has served as a security consultant and trainer to the maritime industry since the 1980’s. He has developed anti-drug, anti-terrorism and anti-piracy training programs in the US, South America, Italy and Africa. He served as a primary contractor to the RSO of Panama. He has served with the Office of Naval Intelligence and the NCIS. He serves on the faculty of Johns Hopkins University.
