Course Description:

This course will examine the role of maritime security in terms of protecting the homeland of the United States and other countries who are members of the International Maritime Organization (IMO). The primary focus will be on the ISPS Code and the Maritime Transportation Security Act. It will be complemented by the writings of Dr. Stephen Flynn in his book, America the Vulnerable.

Objectives:
  1. To understand the roles of the CSO, SSO and PFSO as specified in the ISPS Code and the MTSA.
  2. To gain an appreciation of the role of maritime security in protecting the homeland security of the United States.

Written Assignments:
Students will write a 5 page book report on America the Vulnerable, Stephen Flynn, Harper Collins Publisher 2004. ISBN: 006057128. The report will answer the following questions:
  1. What are America’s greatest vulnerabilities?
  2. What is The Phony War?
  3. What is wrong with security in America today?
  4. How does Flynn describe our response capabilities at home?
  5. Describe the most like likely scenarios for containers and WMD?
  6. According to Flynn-what is the best way to mobilize the home front?
Book report to be emailed to instructor by Week 9.

Grades: 120 points available: 20 points for book report.

10 points for answering each week’s questions. 100 possible points.

Week 3: Write one paragraph on each of the following: The role of the CSO, SSO and PFSO.

Week 4: What type of training is required to comply with the ISPS Code? Provide a one page double spaced answer and cite the source of your answer.

Week 5: What are the elements of a ship security plan? Provide a one page double spaced answer and cite the source of your answer.

Week 6: What is involved in a ship security assessment? Provide a one page double spaced answer and cite the source of your answer.

Week 7: Go to: http://www.uscg.mil/hq/g-m/mp/mtsa.shtml. What is the purpose of MTSA? Write a 3 page paper outlining your understanding of the basic requirements to comply with MTSA?.

Week 8: Utilizing the previous website write a 2 page paper explaining-how you would conduct vessel security training?

Week 9: Utilizing the website write a 2 page paper explaining-how you would conduct port security training.

Week 10: Write a one page paper describing the role of the US Coast Guard in maritime security.

About Your Instructor: Ed Piper has served as a security consultant and trainer to the maritime industry since the 1980’s. He has developed anti-drug, anti-terrorism and anti-piracy training programs in the US, South America, Italy and Africa. He served as a primary contractor to the RSO of Panama. He has served with the Office of Naval Intelligence and the NCIS.
