Course Description:

Our new economy is based on effective supply chain management. Ironically, with increased outsourcing and just in time deliveries, our supply chain system is very vulnerable to terrorist infiltration and attack. This course will examine supply chain security and new US security initiatives.

Objectives:
  1. To understand the basic concepts of supply chain security.
  2. To develop a clear understanding of CTPAT.
  3. To determine the security requirements for government supply chain security requirements.
Required Book(s) N/A: We will not be using textbooks. We will be utilizing U.S. Government Reports. I will attach most of them as PDF files or guide you to websites.

Week 1: Read The CTPAT Strategic Plan PDF

Week 2: Answer the following questions about the Strategic Plan: What is major purpose? Who is involved? What are the benefits? What are the costs?

Week 3: Read the PDF File Supply Chain Security Guidelines. Write a two page double spaced paper answering the following questions: What are the physical security requirements? What are the Procedural Security requirements?

Week 4: Read the PDF File Supply Chain Security Guidelines. Write a two page double spaced paper answering the following questions: What are the requirements for port operators? What are the requirements for personnel security?

Week 5: Read the PDF File Supply Chain Security Guidelines. Design a 5 slide PowerPoint presentation on education and training requirements for C-TPAT.

Week 6: Read the Comments of Commissioner Bonner at http://www.cbp.gov/xp/cgov/newsroom/commissioner/speeches_statements/apr21_2005_miami.xml

Week 7: After reading last week’s assignment write a one page paper outlining the costs and benefits of CTPAT.

Week 8: Using the internet provide a one page outline of problems with CTPAT in China.

About Your Instructor: Ed Piper has served as a security consultant and trainer to the transportation industry since the 1980’s. He has developed anti-drug, anti-terrorism and anti-piracy training programs in the US, South America, Italy and Africa. He served as a primary contractor to the RSO of Panama. He has served with the Office of Naval Intelligence and the NCIS.
