Course Description

This course presents a survey of key dimensions in the management of information technology for public administration. Perspectives from nationally known public administration practitioners is included, giving the course a “real world” view of information systems in the public sector. Special emphasis is placed on the knowledge and skill set needed by modern public administrators for the practice of their professions.

Course Format – This course is divided into four units, covering text chapters as follows:

Unit 1 – Chapters 1-3
Unit 2 – Chapters 4-7
Unit 3 – Chapters 8-10
Unit 4 – Chapters 11-13

Communication with Instructor – Students are expected to communicate with the professor at least weekly during the course term. A brief email update is sufficient, although the professor will be pleased to discuss any matter by phone during the work day or during the evening hours at home.

Evaluation – There is a written essay examination following each Unit, and a Scholarly Paper (approximately 10 pages in length) is also required for completion of the course. The Scholarly Paper topic and outline must be approved prior to writing.

Completion of the first two Unit Exams constitutes midterm progress, and completion of the third and fourth Unit Exams, along with the Scholarly Paper constitutes completion of the course. There is no separate final examination for this course.

Grade Weighting - Each Unit Exam is worth 20% of the course grade, and the Scholarly Paper is worth 20% of the course grade.

Course Topics: Students should expect to study the following topics in the process of completing this course: About the Professor: Dr. Gulliford is CEO of Seiling Hospital, a publicly owned and operated hospital in Seiling, OK. He has fifteen years of experience in managing public healthcare services. His clinical background includes work in community health respiratory care, critical care medicine, non-invasive and invasive cardiology, and cardiovascular perfusion. Dr. Gulliford is Vice-President of Pioneer Health Network, a group of 18 Kansas and Oklahoma hospitals, and Vice-President of the Kansas Hospital Association Southwest District. He was recently elected to Chair the newly formed Small and Rural Hospitals Division of the American Academy of Medical Administrators.
