COURSE DESCRIPTION
This course is intended to furnish the student with a working knowledge of various problems that may arise when formulating policy and to establish approaches that will serve the interest of the “representative individual,” or those who represent a majority of society. Since public policy practice is always about choice, there are risks in making decisions, which are best for society. This course will help the student understand a systems approach of risk management in public policy making.
LEARNING GOALS
Several broad goals will guide your learning activities and demonstration of knowledge in this course.
To examine what makes good public policy
To understand the relationship of the socio-economic system to policy making
To understand resource allocation and redistribution
To analyze and describe microeconomic and macroeconomic risk management
State discussion question to be answered. Response must be substantive. It is to reflect your knowledge and understanding of the assignment and required readings.
Timeliness - You must meet course time requirements. There will be a grade penalty for late submissions. You may submit an assignment prior to the due date. In this case, be sure to clearly identify the assignment.

Explain the relationship between human nature and public policy.
WEEK 2
Text: Chapters 5, 6, 7 and 8
Discussion Questions
Explain the three models of health care delivery and financing.
What is meant by the moral hazard problem?
WEEK 3
Text: Chapters 9, 10, 11 and 12
Discussion Questions
Compare benign inflation to malignant inflation.
What is meant by the moral hazard problem?
WEEK 4
Text: Chapters 13, 14, 15 and 16
Discussion Questions
Explain benefit-cost analysis and budget balance.
What is the relationship between benefit-costs and the introduction of laws and regulations? Give examples.

RESEARCH PAPER DUE BEFORE END OF WEEK 7
TOPIC: Education Policy or Health Policy
Develop a 6 page double-spaced paper APA Style. Based on your readings and research, address each of the following:
Resource Distribution and Allocation
Trends for the New Millennium
Importance of human nature to economists in policy formulation and risk management

Cite your references using APA guidelines. Neither the cover sheet or reference listing will be counted as a page. Poor grammar and/or spelling are unacceptable.
This paper is due before the end of week 7. You may submit your paper earlier than Week 7.
GRADING POLICY
The final grade for the course will be determined as follows:
Weekly responses to discussion questions. The responses must reflect your understanding of the required readings. Poor grammar and/or spelling are unacceptable.
50% of Grade
Research Contribution. Utilization of research web site learning is required in response to discussion questions. Cite your references using APA guidelines.
20% of Grade
Research paper. This paper should follow APA style. written in a clear, concise manner reflecting well-rounded research. Conclusions must be substantiated.
30% of Grade
GRADES
Advance submission of assignments IS permitted.
Although you may work at a faster pace, you are still required to meet the course requirements as outlined in the syllabus.
Full credit cannot be given for course work that is not submitted by the due date.
