I. COURSE DESCRIPTION:

The Program Design and Evaluation course is organized to provide students in the healthcare and social sciences fields with an introductory overview of the tools and techniques used to measure the activities, characteristics, effectiveness and efficiency of programs targeted towards specific populations. The primary objective of program evaluation is to provide feedback to decision-makers and other stakeholders, to determine whether a particular program is achieving desired outcomes at a reasonable cost.

II. COURSE TOPICS:

This course will cover many of the quantitative and qualitative tools used to conduct both formal and informal program evaluations. Some of the topics to be covered will include: III. OVERVIEW OF ACTIVITIES AND ASSIGNMENTS:

This course is designed to expose students to a broad array of program evaluation and monitoring activities and techniques that are useful in both the not-for-profit and for-profit sectors. The textbook readings will serve as the foundation for the course, however; students will also be required to complete several case study assignments, utilizing a variety of research methodologies. There will be weekly homework assignments, based upon the required readings. There will be a mid-term examination during Week #4, which will include the material covered up to that point. A final program evaluation study paper is due during week #8.

COURSE POLICIES:

On-line Participation. Since this course is offered over the internet, which allows students to participate “anytime, anywhere”, it is important to plan your time carefully. Students are expected to pace themselves to access assignments, prepare their work and necessary research and submit required assignments to the instructor by the established due dates. Students are expected to make use of local resources as well as required readings.

Course Week and Due Dates. Generally, Monday is the first day of the course week and Sunday is the last day. Assignments scheduled for completion during a class week should be sent to the instructor via e-mail or fax by the end of the day Sunday, determined by your own time zone.

Submitting Assignments – Instructions. All assignments must be submitted in Microsoft WORD or EXCEL format. Formats received in formats other than those specified that your instructor cannot open in MSWord will be returned and subject to a lateness penalty. Any questions on formatting of your file attachment documents, please e-mail your instructor with any questions to see if we can find a format that will work for your particular needs. Thanks for your cooperation.

Late Assignment Penalties. Weekly assignments must be received by the instructor not later than midnight Sunday (your time zone) of the week assigned. Students who anticipate that their schedule may cause assignments to be submitted late are advised to contact the instructor at least one week in advance to discuss alternative arrangements. Instructor discretion regarding point penalties for any late work will be considered final.

Absentee Policy. While this course is designed to be completed through independent study, "attendance" is recorded through submission of assignments in a timely manner to the instructor's e-mail address or fax number. Please note that any student who has not participated (completed assignments) for 14 consecutive days without prior discussion with the instructor shall be recommended for administrative withdrawal. The school shall make recommendations to the instructor as to what action will be taken.

Academic Honesty. Canyon College policies are in effect. All work must be your own. Presenting as one's own the words, ideas, or expression of another in any form is cheating through plagiarism, and will not be tolerated.

VII. GRADING

The mid-term exam will be given during Week #4 and will count towards 30% of your total grade. The mid-term shall be returned to the instructor as an e-mail attachment, preferably in MS WORD format. The final exam will be given during the last week (Week # 8) and will also count towards 30 % of your grade. There will be a total of eight (8) homework assignments, worth 5 points each, for a total of 40 points. Each student is responsible for:
Final Letter Grade. A letter grade will be assigned at the conclusion of the course as follows:

A =  95 - 100
A- =  90 - 94.5
B+ =  86 - 89.5
B =  83 - 85.5
B- =  80 - 82.5
C+ =  76 - 79.5
C =  73 - 75.5
C- =  70 - 72.5
D =  60 - 69.5
F =    0 - 59
