Administrative Experience:

As Director of Cardiopulmonary Services at Memorial Hospital of Union County, I supervised the delivery of a broad scope of cardiopulmonary and neurological diagnostics and therapeutics. I was responsible for all administrative functions associated with these services. My most significant accomplishment in that capacity was the demonstrated improvement in departmental productivity and revenus/cost performance during my five year tenure. We developed a strong respiratory home care program and DME service which achieved JCAHO accreditation and grew to exceed 200 clients throughout our market area. We expanded our service to occupational health clients and added outpatient neurology services. In this role, I worked very hard to develop a relationship with leaders at the new Honda of America facility near Marysville. This resulted in significant new business for our hospital in the form of OSHA testing, exevutive physicals, annual physicals and on-site diagnostic services.

In October of 1986, I was promoted to senior management as Vice-President for Allied Medical Services. I was given responsibility for the administration of all hospital professional services including Respiratory Home Care, Social Services, Primary Health, Pharmacy, Home Infusion, Imaging, Rehabilitation, Clinical Laboratory, Neurology, Occupational Health, Vascular Laboratory and Community Relations. I directed the activity of over 150 employees. One of my most important contributions in this role was in the arena of physician integration. We established a hospital- based Primary Health Division which grew to eleven employed physicians by 1994. I gained extensive experience in managed care contracting during my tenure in this position.

In November of 1994, I was appointed CEO of Community Memorial Hospital in Defiance County, Ohio. In this role, I reported to the hospital Board of Governors and the Joint Township Hospital District Board. Some of the most important advancements at Community Memorial during my tenure included the implementation of Total Quality Management, successful physician recruitment in primary care and a diversity of specialties, and formalized training of our management team in partnership with Defiance College. Our hospital was named one of the "Top 100 Hospitals" in the U.S. by Modern Healthcare magazine. In 1998 we constructed a new "HealthFit Center" providing comprehensive rehabilitation and wellness services for the rural communities in northwest Ohio.

In September of 1999, I was named CEO of Stevens County Hospital in Hugoton, Kansas. Our hospital has a talented young medical staff, and the community recently passed a $4.3 million bond issue for construction of a new rural health clinic and new inpatient hospital. Groundbreaking was held in February of 2000 for these significant improvements to our local healthcare facilities, and the project was completed on time and under budget in August of 2001. We are presently completing major renovations to the existing hospital facility, and remodeling our older areas to advance the public image of our organization. My highest priority in this role is to advance the business operations ot the hospital, with a goal of improving the bottom line by $1,000,000 over the next three years. Physician recruitment is also improtant in this setting. I recently succeeded in placing a new Orthopedic Surgeon and a new Oncologist in our Specialty Clinic, and in signing a talented resident in Family Practice and Obstetrics to a long-term contract. Our hospital was recently nominated by Senator Sam Brownback for the Monroe E. Trout National Award for Rural Healthcare Excellence. In September of 2000, I presented an important paper entitled "Benchmarking for Small and Rural Hospitals" at the annual conference of the National Council of Health Networks in San Antonio. This presentation related the experiences of our own regional network, the Pioneer Health Network, in benchmarking to improve performance. I was elected Vice-President of the Kansas Hospital Association - Southwest District, in September of 2001.
