Professional Experience:

U.S. Navy, Naval Health Research Center (NHRC), San Diego, CA (7/06 to present)

Assistant Director for Administration/Department Head, Operating/Administrative Services Department

Responsibilities include providing administrative support services to the NHRC, which consists of five divisions (Security Division, Travel/Country Clearances Division, HRO Division, Facilities Division, and Motor Vehicle/Mail/Supplies/Command Equipment Management Division). Serves as the Administrative Consultant to its four geographically separate laboratories. Additionally, serves as the Approving Official for travel orders and liquidations, Approving Official for human resources actions on the MODERN system, Trusted Agent for Contractor Verification System, and Approving Official for the Department’s Purchase Card Holders. Responsible for publishing the Plan of the Week and fitness reports for officers. Supervises seven staff, budget of $648K, and $3M equipment inventory.

Responsibilities included serving as the Principal Advisor to the Commanding Officer, Executive Officer, Officers-in-Charge, and Department Heads for administrative and personnel matters for over 1,500 staff and students attending training in one of twenty-eight health sciences programs located in San Diego, CA, two off-site detachments and two off-site departments; supervises thirteen staff; and budget of $50K.

The Administrative Services Directorate includes the Administrative Support Services Division, Personnel Support Services Division, Career Counselor’s Division, Educational Support Division, Staff Professional Development Division, Legal Division, and Physical Security Division.

Responsibilities included facilities and building maintenance for command, two geographically separate detachments and two off-site departments; served as the command Physical Security Manager and Legal Officer; supervised over fifty personnel; and budget of $813K.

Also served as member of Navy Medical Center San Diego’s Emergency Management Committee; Ethics Officer; Disaster Preparedness Officer; Fraud, Waste and Abuse Officer; Loss Control Program Director; Head, Space Utilization Review and Planning Committee; Member, Strategic Leadership Council; and Member, Budget Advisory Council.

Accomplishments U.S. Navy, National Naval Medical Center, Bethesda, MD (2/03 to 9/03)

Division Officer/Federal Coordinating Center Coordinator, Contingency Operations Department

Responsibilities included development of departmental training; ensured 100% compliance with JCAHO requirements; hand-selected as Team Leader of the Patient Reception Teams that received over six hundred Navy and Marine Corps wounded soldiers from eighty-five inbound overseas MEDEVAC missions in direct support of Operation IRAQI FREEDOM; supervised 10 staff; and budget of $150K.

Accomplishments Service Chief, Staff Education & Training (12/01 to 2/03)

Responsibilities included the development, management, and evaluation of six leadership programs for over 4,500 employees; supervised six staff; and budget of $100K.

Accomplishments Department of Health, Director’s Office, Honolulu, HI (9/98 to 2/99)

Felix Intradepartmental Coordinator

Responsibilities included the coordination of all Department of Health activities in collaboration with the Department of Education related to the Felix v. Cayetano consent degree.

Accomplishments St. Francis Medical Center-West, Ewa Beach, HI (1/97 to 12/97)

Graduate Administrative Intern to the Assistant Administrator of Patient Care Services

Responsibilities included the analysis and consolidation of hospital policies; conducted time and motion study and research project on customer service; revised job descriptions for clinical staff; drafted correspondences; implemented employee satisfaction survey; and assisted with preparation of annual departmental budget.

Recreation Assistant/Certified Occupational Therapy Assistant

Responsibilities included individual and group therapeutic recreational health education activities to senior citizens that attended the Adult Day Care Program.
