Consultant and Trainer with the Piper Group
- Recently designed Security Management Degree concentration for The Johns Hopkins
University as a paid consultant and faculty member. Have served as Hopkins faculty member for
about five years. I also teach Strategy, Ethics, and Public Policy at Towson University.
Currently providing school safety and Homeland Security consultation and training.
- Served as a faculty member teaching Security Management at The George Washington
University Graduate School of Forensic Science and the Webster Graduate University.
- Served as Co-Chair on the State of Maryland Task Force for a new publication on Crime
Prevention Through Environmental Design for Schools.
- Served as consultant to the Maryland Governor’s Office and the Baltimore County Police
Department on workplace violence and school security. Received awards from both Governors for
this work.
- Wrote Antiterrorism Maritime Security Training Outline for Middle Eastern Country as a
consultant to Tac Technology. Also conducted security assessment of cruise line security for the
Phoenix Group. In addition, I conducted security assessments and security training for ports in
Haiti and Panama.
- Finished comprehensive security organizational analysis of a bank and federal agency. I
also completed publication of a book as a paid consultant on management systems and workplace
violence for the State of Maryland.
- Delivered numerous on site workplace violence and security awareness seminars to risk
management, retail owners and health care professionals.
1992 to 1994
Chief of Security and Safety For Harford Community College
- Directed the recruiting, hiring, training and supervision of the college security staff.
Initiated joint training with local law enforcement, pay restructuring and awards program for
campus officers.
- Designed and delivered crime prevention and awareness seminars for on campus and off
campus personnel.
- Wrote plans, policies and procedures for security department and conducted physical
security surveys of all campus properties.
1990 to 1992
Management Consultant/Trainer with Security Solutions
- In reference to security, terrorism and drug issues, appeared as a guest on CNN, CBS and
local T.V. networks. Interviewed and quoted by The Baltimore Sun, The Journal of Commerce and
The Johns Hopkins Magazine.
- Researched, prepared and delivered three executive development training programs for
senior African law enforcement managers on location in Nigeria. (equivalent to our F.B.I.)
- Appeared as a guest speaker for thirty minutes on the subject of crime prevention and
campus security on Anne Cocharan's News Magazine Show-92.3 FM Baltimore, MD.
- Submitted "advisory paper" to Lt. Governor and U.S. Congressional Representative on
establishing mandatory security training requirements for security officers.
- Served as consultant to the Governor's Commission on Alcohol and Drug Abuse and provided
creative proposals for effective drug enforcement.
- Served as consultant to the Maryland Hospital Association providing extensive problem solving
skills to the areas of substance abuse in hospitals and hospital security.
- Conducted physical security/loss prevention/safety surveys and drug-free workplace
programs for corporate clients.
- Asked by The Johns Hopkins University School of International Studies during a meeting
at the U.S. State Department to serve as a guest lecturer on the subject of corporate
anti-terrorism security at The Johns Hopkins University.
- Researched and designed three Anti-crime training programs Small business owners for
Catonsville Community College.
- Served as a guest lecturer on the subject of corporate security/anti-terrorism to Loyola
College's MBA Executive Program.
- Researched and prepared special security and intelligence reports on a variety of subjects:
(terrorism, drugs in the workplace, drug interdiction.)
- Coordinated all security arrangements for H.Ross Perot/ Presidential Candidate's visit to MD.

- Regional Manager for the Baltimore Office was responsible for the management of 100
security officers and investigators:
Reorganized operation and reduced losses 30%.
Recruited, hired, and trained security personnel and managed office staff.

- As Director of Special Projects:
Developed, coordinated and managed an international special security services program that
provided clients with the following anti-drug and anti-terrorism security services: drug testing,
drug detector/bomb dog services, security surveys, background investigations, training and under
cover investigations.
Researched, created and proposed before Congress an "anti-drug security tax credit."
Researched, designed and delivered a two month training program for the entire security force
of a Fortune 500 Company.
1985 to 1988
Division Head (Intelligence Operations Specialist) Office of Naval Intelligence Fleet Intelligence
Systems, Washington D.C.
- Successfully served as a project manager for sensitive intelligence systems developed to
support U.S. Marine Corps and special operational forces.
- Received personal commendation from Director of Marine Corps Intelligence and
multi-thousand dollar cash award for performance on special project.
- Formed and directed a project management team which overcame several setbacks to
complete three major technical projects on schedule, within budget and to the satisfaction of
the Navy client.
- Developed successful project security and training plan.
1985 to 1992
Secutrity Manager/Foreign Counterintelligence Officer, Crisis Management Project Manager,
Counter-Terrorism Educator, Naval Investigative Service, U.S. Naval Intelligence Reserve
(Retired January 1995)
- Researched, wrote and published Hostage Negotiations Guide for on-site hostage negotiators.
- Researched, coordinated and wrote the first crisis management plan for a Naval Airport
Facility in Wash. D.C.
Conducted preliminary foreign counterintelligence investigations and delivered counter
terrorism, security and counterintelligence educational programs to numerous organizations
throughout the Wash. D.C., Virginia, and Maryland areas.
- Awarded Navy Achievement Medal for the design and development of Navy Security Education
Program.
Personally selected to help conduct multidisciplinary threat assessment at sensitive Naval
facility in Europe.
Personally selected to assist U.S. Navy Security Coordination Team (SEALS) in the
evaluation of security practices at U.S. Naval facilities within the U.S.
Selected as "Junior Officer of the Year" with NIS.

Director of Off-Campus Programs, Central Texas College, Washington, D.C.
- Researched, developed, and coordinated the first "for credit" college course on
terrorism for law enforcement and security personnel in Washington D.C. Course was eventually
contracted to the U.S. government.
- Administered, scheduled and coordinated college degree programs in Law Enforcement,
Business Management, and Computer Science.
- Recruited staff and faculty and taught courses in Law Enforcement, Training Management
and Police Management.
- Presented educational proposal to the U.S. Congress.

Assistant Secretary of Defense
- Researched and prepared oral and written responses to the White House and the U.S.
Congress in regards to official inquiries to Department of Defense policy matters.
- Served as special representative of the Department of Defense to the Assistant Secretary
of Labor on veteran issues.
- Coordinated a special recruiting project between the Department of Defense and the
Federal Emergency Management Agency. Project involved the creation of a skill/talent specific
database matching individuals with "critical skills" positions.

Duty with the U.S. Army
- Planned and coordinated the training of military police personnel in prisoner of war
security, airport, railroad, prison, nuclear reactor and base security operations.
- Established combined training programs in terrorism, hostage negotiations, explosives
recognition, special weapons and tactics and civil disturbance reactions.*Also NBC reaction.
- Developed and maintained a career training program for all personnel. Responsible for
worldwide mobilization of all assets.
