Highland Residential Center, Highland, NY, NYS Office of Children and Families

Limited secure residential cluster program for +/- 215 court-placed delinquent males, 14-21 years old. Along with general limited secure programs there are included three special needs groups; sex offender treatment, drug and mental health treatment. Managed Residential Care; supervision of direct care and counseling staff and Accreditation by the American Correctional Association in 1994 and 1997. Currently the Administration Deputy supervising ACA Accreditation, Facility Self-Assessment, business, fiscal and personnel functions, maintenance, staff development, internal controls and investigations.

FACILITY DIRECTOR 1984 to 1993

Mid-Hudson Community Residential Homes, Poughkeepsie, NY, NYS Division For Youth

Served as chief executive for a cluster of four community-based residences, including a reporting center for court-placed delinquent males, 12-18 years old. Managed the ACA Accreditation process in 1992 and Re-Accreditation in 1995. Developed an Evening Reporting Center and Family Foster Care program, which gained ACA Accreditation in 1994.

CHIEF OF MENTAL HEALTH SERVICES 1982 to 1984

Hudson River Psychiatric Hospital, Poughkeepsie, NY, NYS Office of Mental Health

Served as chief administrator for secure and chronic care for 275+ court-ordered mentally ill adults. Developed a patient abuse investigation procedure as a model for the whole agency. Managed accreditation for the Joint Commission for the Accreditation of Health Services in 1984.

FACILITY DIRECTOR 1977 to 1982

Regional Secure Detention Facility, Highland, NY, NYS Division For Youth

Served as chief executive for an Eastern New York State regional secure co-educational detention facility for youth pending court adjudication. Managed the process to become the First ACA Accredited facility in New York State in 1981.

Highland Training Institute, Highland, NY, NYS Division For Youth

Served as director, developer, and administrator for a statewide federal grant to provide training and development to youth workers and police in critical program development, crisis management, and counseling skills.

FIELD REPRESENTATIVE 1974 to 1976

Division for Youth, Jamestown, NY, NYS Division For Youth

Served as developer and administrator of a Western regional office for program development, grants, and funding services for local governments in recreation and youth services. Developed a process of combining local government, state government and foundation funds to support and develop youth services. Managed the process of developing three county Youth Bureaus.

EXECUTIVE DIRECTOR 1972 to 1974

Jamestown Youth Bureau, Jamestown, NY, City of Jamestown

Served as developer and first administrator for a municipal youth program development and counseling bureau. Developed a model program for service and funding brokerage to youth service agencies in the city. Designed and field tested a model city-wide program for the development and support of youth employment programs.

EXECUTIVE DIRECTOR 1970 to 1972

Lafayette Community Center, Buffalo, NY

Served as developer and chief executive for an inner-city community recreation, social services, and mental health counseling center. Focused on Family Preservation, Gang Violence Reduction and Drug Abuse Treatment.

 

SUMMARY OF SELECTED ACHIEVEMENTS

Developed various computerized networks for improved communications, e-mail and document management for public service and educational organizations. Taught computer skills courses and Internet marketing for small businesses. Managed critical accreditation efforts with both American Corrections Association and the Joint Commission on the Accreditation of Health Services; Regional Detention-’81, Hudson River-’84, Mid-Hudson-’91 & ‘94, Reporting Center-’94, and Highland Residential Center-’94 & ‘97. Chaired state wide Community Based Task Force for Division of Youth - 1988-1990; designed and implemented Wappinger Falls Public School Quality Improvement Project in 1992, expanding utilization of computers in alternative education.

Participated on a variety of community boards addressing police/community relations, race relations, and education. Taught college level courses in social psychology and criminal justice at local two and four year colleges; developed an alternative college program for full-time staff through New York State University, and served on a local school board. Experienced in starting professional and advocacy organizations and crisis intervention.
